The solution would be to dig out/ remove the old caulking and completely clean this area and then re apply new caulk / using mildew resistant caulk especially formulated for bathroom use. I have had this same problem myself several times myself and the above mentioned process was the answer and provided a new clean look for the tub area. It bleaches everything and makes it look new. Just spray it on and come back in about 30 minutes to an hour, and it will be clean. If there are still spots, just reapply.
