Try Mr. Clean Magic Erasers. They worked on my shower's fiberglass floor when nothing else would.

Oxyclean with bleach. This will clean anything.

Never add bleach to any cleaner.

Once it is clean, use a tile sealer. You will have to deep clean and seal every year or so, depending on how often you clean with harsh chemicals.
